TAHOE Luxury Condo Developers Got Their Way Yesterday

On 6/28/23, TRPA voted to approve an amendment to re-zone the Incline Village Town Center (35+acres) to allow single family condos. The amendment is for the benefit (“remedy an issue”) of a single project, namely 947 Tahoe Blvd (40 units/4 stories) The amendment, however, will change the makeup of the whole town center forever.  Another anticipated outcome is that more $2-3m luxury condos can be expected on the 40+ parcels.

Alexis Hill, Washoe County Commissioner led the motion to approve the amendment.  Vince Hoenigman, a California developer on TRPA’s Governing Board who was appointed by Governor Newsom aggressively promoted the plan.  Two brave Governing Board members-John Friedrich (City of South Lake Tahoe) and Brooke Laine (El Dorado County Supervisor) voted against.

The League to Save Lake Tahoe, the Tahoe Area Sierra Club, the North Tahoe Preservation Alliance, Tahoe Sierra Clean Air and numerous members of the public have all expressed their objections.
But once again, TRPA listened to the developers and not the public. TRPA led the pitch and demonstrated another shocking example of a lack of neutrality when it comes to major community changes.

A new tourism/infrastructure program from TRPA will cost you a lot of money

As a result of the “staggering Tahoe tourism problem” reported in the SF GATE, another NEW specialized quasi-governmental organization is being supported by TRPA. What’s frightening is the same people who helped create the problem are going to take care of it.

Go to stewardshiptahoe.org and check out TRPA’s Tahoe Stewardship funding strategies (pg 38). The stewardship program would create a “destination stewardship council” to “address regional issues” such as litter removal, parking management, traffic, infrastructure, and capital improvements.
1. Most of the 17 organizations that have signed on all have a vested interest in tourism.
2.  3 of the 5 hired consultants are directly involved in tourism.

The funding proposals for the stewardship program are brought to you by Civitas. Civitas, is an entity that circumvents required referendums for increasing taxes.  Think taxation without representation.

One thing is clear, tiered funding schemes are in the offing to raise money…maybe a lot of money.  The creation of a new legal organization is proposed. The Tahoe Fund, specifically Amy Berry, is mentioned as a potential fiscal agent by Julie Regan of TRPA. Another proposal is to establish a new private non-profit organization that can perpetually receive and distribute funds. Long-term sustainable funding solutions involve sales taxes, grants, and property taxes.

Is this just new clothing for tourism organizations?

In addition to Placer County’s bad ideas, there are dangerous new additional TRPA  code proposals for further increases in density, coverage, and height. There will be decreases in setbacks and parking for multi-family everywhere in the basin where there is multi-family zoning.

But we only have two lane road.  When will this stop?  When will there ever be enough for these people?
